what does "dork" here mean? is it impolite?

A dork is usually someone who is socially awkward and un-cool.

If you say that someone is a dork, you think they dress badly in old-fashioned clothes and behave very awkwardly in social situations. pretty much like "nerd"
below are some examples
He is such a dork that he always wears thick galsses and reads his book in a corner!

jeltzz is correct. It really has nothing to do with the way somebody dresses but how they interact socially.

Calling a person a "dork" is impolite. It is like calling them "dumb" or that they are not like everyone else.
