I think that the meaning and usage of "can" and "be able to" are very similar.
I can't swim. I'm unable to swim.
She can speak a little chinese. She is able to speak a little chinese.
I think the choice of which to use would vary from person to person.
Personally, I would normally use "can" instead of "be able to".
I don't think that one is more polite that the other but maybe the use of "be able to"
sounds more refined.

Very generally, yes. "Can" means "to be able to".
EX: "Can you (are you able to) drive to the show tonight?"
"Yes, I can (drive to the show tonight)"
EX: "Can he speak English?"
"Yes, he can speak English very well."
Your question also brings up the difference between:
1. To be able to / to be capable (Can)
EX: see examples above
2. To be allowed to (May)
EX: "Mother, may I go to my friends house now?"
"Yes, you may (you are allowed to)."
These days, in the USA, most people use "Can" instead of "May" in informal situations. It is not "correct" to do so, but it is very common to hear "Can" used this way.
EX: "Mom, can I watch TV now?"
"Yes, you can."
HOPE THIS HELPS.
