揭竿和起义一般用在一起，比如揭竿起义、揭竿而起。
揭竿可以理解为武装暴乱，起义通常指军队拨乱反正，用正义的名义进行反击。
比如，历史中秦朝末年陈胜吴广带领从军的900穷苦农民起义，附近百姓纷纷“斩木为兵，揭竿为旗”，加入起义队伍。

揭竿起义，或者，揭竿而起，是中国古代的成语，成语大多来自历史故事，我们平时不太会说“揭竿”，但是“起义”可以单独使用，表示восстание。
