'Severely' is more harsh than serious.
Sometimes I can use both:
"He was severely/seriously injured"
However, 'seriously' can be used to mean genuine, treating something as important or not joking.
"He seriously (really) believed that the earth was flat." [You would not use 'severely' in this case]
"Once the subject came up, he stopped all joking and talked seriously."
