to emigrate means to leave a place to settle in another
example: some families emigrate from Syria to Turkey
to immigrate means to come to settle in a place
those who emigrated are immigrants
example: those emigrated from Syria to Turkey are 'Syrian immigrants' in Turkey
When a person emigrate from A to B ... that person is immigrant from B's point of view
(this is how I understand , I'm not a native English speaker)

Mango is right: emigrate = "ex-migrate", so you "emigrate from (place)". Immigrate = "in-migrate" so you "immigrate to (place)".
