In geography, a territory can be any defined area of land. "This was uncharted territory 50 years ago." It can also be an area ruled by a government, which is not a state or province. A domain is a territory with definite boundaries that is ruled by a government. This means that a domain is always a territory, but a territory is not always a domain - it may be just some vague area of land.
