What does it mean to "tell someone off"?
And why is "off" used here?

It means to tell them exactly what you think of them - and that is usually not a good thing. This phrase is used when you are angry at someone and plan to tell them just what you think without being polite

Off is a preposition.
In English when you put a preposition after a verb you have a phrasal verb.
A phrasal verb has another meaning respect to the main verb (the verb without the preposition).
