Another can mean 'an additional'. It is used with singular countable nouns.
Could I have another piece of bread?
Another can be used as a pronoun without a noun, or with one.
Those cakes are wonderful. Could I have another (one)?
With uncountable and plural nouns, we normally use 'more'.
Would you like some more meat?
Another can also mean 'alternative'.
I think we should paint it another colour.
If 'other' is used with a noun it has no plural form.
If it is used alone, it can have a plural form.
Tell the other people.
Tell the others.

Yes they are both adjectives, and sometimes can be used interchangeably. but this is a great question a really a matter of listening to how it is used in practice.
-You can choose another.
-you can choose another one.
- you can choose one other.
- we should listen to one another = we should listen to each other
-maybe another time! = may a different time (emphasizing that the time will be some 'other' one)
-ask the others what they think (others means people here)
-Not another one! (emphasizing that there is one more of something but it is a different or new one. think like a pimple. Gross, i know
-Not another pimple!
