In colloquial, they're pretty much the same thing,but 故意 is more frequently used than 成心. 成心 sounds the same as 诚心, which means just the opposite to 成心. We often use them repeatly to empharsize our angry, such as: 你就是故意的，你就是成心的！ In writting, I agree with Jesserry.
