In general, the prefix be- makes the verb transitive, intensifies the meaning and shifts focus to the direct object. Often the verb with be- can acquire a completely new meaning over time.
As Nina has said:
jemandem etwas raten = counsel s.b., help s.b. by explaining your opinion on some issue. A bit old fashioned.
jemanden beraten = explain s.th. to s.o. in detail from a position of superior knowledge. Not old fashioned
There's also another (at first glance unrelated) meaning:
etwas raten (no dative object!) = to guess s.th.

"raten" ist so ähnlich wie "vorschlagen". Meistens steht "raten" im Zusammenhang mit einem Problem bzw. einer Problemlösung.
Zum Beispiel: Ich versuche, meinen Computer zu reparieren. Mein Freund rät mir, lieber in einen Elektronikmarkt zu fahren, bevor ich noch mehr kaputt mache.
"beraten" bedeutet "informieren über Vor- und Nachteile". Zum Beispiel: Im Elektronikmarkt berät mich der Verkäufer. Ich sage ihm, was ich brauche, und er zeigt mir verschiedene Computer.
