This one is challenging. "Ball" is slang that means to play basketball. A "baller" originally meant a person that made it to the pro league in basketball, but now it refers more to a person that has a lot of money and is successful socially. You would not refer to a businessman as a baller. It's used more with young urban males. So, "just ball out" in my opinion means "be a baller" or a way to tell people that you think you are a "baller."
