is he looking at outside from the inner door, or , is he looking at the inner side of the house?

peering around the inner door = looked out from behind of the inner door

'Peering' literally means to look. So in context of you text above it means to 'look' around the inner door.
Peer is usually used when someone is looking with hesitation E.g "He peered over his fence, not sure of what was on the other side"
