Do 'in the next two weeks'' and ''in 2 weeks'' have same meanings?

Not exactly, "in the next two weeks" means something will happen between now and two weeks from now. For example, in the next two weeks I will be getting ready for my trip to New York. "In two weeks" means something will occur two weeks from now. In two weeks I will travel to New York.
