'Bright' is pretty much always an adjective (discribes a quality of something).
'Shine' can both be a noun and a verb.
bright light; bright day; bright shining; bright star etc.
The sun was so bright!
The shine was so bright!
The sun shines so bright! The sun is shining so bright right now!
