Which one is better?
Her long skirt was billowing in the breeze.
Her long skirt was blowing in the breeze.

They are both correct but have slightly different meanings/ideas. 'Billowing' means the wind was getting under the skirt and filling it a bit like a sail on a boat. 'Blowing' means the wind was moving it.
