얽다 is basic form and 얽히다 is the passive of it. 얽히고설키다 sounds more emphatic to me. 얼기설기 is adverb.
줄을 얽었다
줄이 나무에 얽혀있다
그 사람과 돈 문제로 얽히고설켜있다
줄이 얼기설기 얽혀있다
