My choice is actually "in".
If you understand the basic difference between "in" and "at", then the choice becomes obvious... however, I admit that some contexts need "at". Sorry that this is not a simple answer. Time to learn prepositions! :)

I would go with "at", but both options are accurate and you'll hear regional differences across the US and in other English speaking countries.
