Are 'proposal' and 'proposition' are interchangeable here:

In the example you've presented they are interchangeable.

I think in this case "proposal" is better. Proposal is normally used to mean a suggested plan, submitted to a group of people for consideration. Proposition is normally used only for new business plans.
