For Indians there are few exams like हिंदी  विशारद और हिंदी रत्न but I don't know about foreigners. still you can try IGNOU ( Indira Gandhi Open University ) web site and see if they are offering some course.

Just an analogy.. Hindi is like learning Android development - if you know it, you know it. There is nothing to prove to anyone.

As far as I know there is NO official exam for Hindi like IELTS or TOEFL.
