There're three problems that I don't know how to solve while learning English.

In short, whether or not they wholly alienate landowners and those who live in the countryside. Only good scouting is likely to preserve the freedoms so dear to the heart of the eternal Boy Scout

1, Both of " wholly" and " completely" can be interchanged ?
2. Both of " be likely to do " and " tend to do" can also be interchanged ?
3,what's the meaning of " the heart of " in the last section of this setence?

3) "so dear to the heart of" = which is important to

So the passage could be rewritten: In short, whether or not they completely alienate landowners and those who live in the countryside. Only with good scouting is it possible to preserve the freedoms that are so important to the eternal Boy Scout.
