To "indulge" implies luxury, like fine wine, food, desserts, or even something like an expensive hotel room. It also implies that you can't afford to do it often - if you are so rich that you can travel whenever you want, then you are not really indulging. It can also be used in a metaphorical sense, and isn't necessarily tied to money. For example, if you are on a diet, but decide to eat some cake, that could be called "indulging" even if it is not expensive or difficult to obtain. I hope that answers your question!
