This is a conditional sentence that express something that is not true. All sentences that begins with I wish express unreal situations for the present or future "quisiera, me gustaría, ojalá etc"
In this case you can translate it as: quisiera ser más alto, me gustaría ser mas alto, ojalá fuera más alto, etc.
