Should I use "English primary teachers" or "primary English teachers" to mean primary teachers who..
... teach English?
If both suggestions are incorrect Could you give me an alternative? Thank you very much!!!! :-)

In the UK, we say "primary school teachers", and not "primary teachers".
"Primary school English teachers" are those who teach English.
"English primary school teachers" are those who are English (as opposed to Japanese or Nigerian, etc)
"Indian primary school English teachers" are those from Indian who teach English.
"British Indian primary school English teachers" are those of British living in England of Indian ethnicity who teach English.
"English primary school teachers of English in British India" were those white English persons who taught English in India when it was under British rule.

If you were talking about the US, you'd have "an elementary school teacher that teaches English". We don't commonly use the term "primary teacher".
