In US English: yes, they do have the same spelling. In US English, 'practice' is both the noun and the verb.
In British English, the verb is 'practise' and the noun is 'practice'. You will also come across this distinction in Australia, NZ, SA and often in Canada.
The same goes for the word 'spelt'. This variant is widely used British English, but almost non-existent in US English.
As an American, you have no need ever to write either 'practise' or 'spelt'. It's useful to be aware that they are acceptable variants elsewhere in the English-speaking world, however.
