which is correct " pratise or practice ? Spelled or spelt ?
Is the verb and noun of " pracise " spelled ( spelt ) the same ?

Depends on where you are. "Practice" and "spelled" are used in the United States, "Practise" and "spelt" are used in the UK and Canada. Whether properly or not, I've heard it this quote attributed to Winston Churchill: "Americans and British are one people separated only by a common language."

In US English: yes, they do have the same spelling. In US English, 'practice' is both the noun and the verb.
In British English, the verb is 'practise' and the noun is 'practice'. You will also come across this distinction in Australia, NZ, SA and often in Canada.
The same goes for the word 'spelt'. This variant is widely used British English, but almost non-existent in US English.
As an American, you have no need ever to write either 'practise' or 'spelt'. It's useful to be aware that they are acceptable variants elsewhere in the English-speaking world, however.

Practise
This is the verb ‘to practise’ and also the adjective from that verb (bullet 4 below).
Examples:
I practise the piano.
You are practising golf.
The doctor has been practising for 10 years.
He is a practised man.
Practice
This is the noun ‘the practice’ (as in ‘piano practice’ and ‘a doctor’s practice’).
Examples:
I have done my football practice.
Without enough practice, she would not get better at English.
Practice makes perfect.
She visits her local doctor’s practice.
