Is 's' needed for noun that refers to certain objects in general? E.g. instant noodles includes those noodles blocks packed in plastic bag or in cup. Here, plastic bag and cup are referring to plastic bag and cup in general, do I have to add 's' for them?

Yes you would need to add 's'. But it would be better to say: "Instant noodles are noodle blocks packed in plastic packets or cups." "Instant noodles are blocks of noodles packed in plastic packets or cups." "The term "instant noodles" refers to noodle blocks packed in plastic packets or cups."
