Is it better "on request" or "upon request"?
Ex: Internet connection is on request or Internet connection is upon request?

There is no difference between the two phrases, just as there is no difference in meaning between 'on' and 'upon'. 'Upon' is slightly more formal than the everyday word 'on', and tends to be used in fixed phrases such as 'upon request' - but basically the meaning is the same.
