I agree with Neil, you cannot tell from the limited information what this sentence is supposed to mean. It sounds like an old saying that has been badly translated, or as Neil said, that the statement is not saying something nice about women.

i got this sentence from my lecturer and he said that i have to find out the speaker, the hearer, and the context. i have no idea. so i ask

Can you give some more context? Who is saying it? It could mean something like: "women always pretend to make effort elsewhere so they don't have to make effort here". It doesn't sound like a nice thing to say, like the speaker does not believe what women say.
