Is it right or wrong sentence? One person want to tell me she wish me arrive home safely and well. But she said'hoping you safety', is it a little weird and is there a grammar mistake? Thank you and please explain why.

The sentence "hoping you safety" is not functional because it lacks a preposition and determiner. Your friend could have written, "I wish you a safe journey" (this is informal), or "I hope that you have a safe trip" (this is more formal).
