Why is double down "up"?
"He doubled down on the insurance policy.", which means that the disbursement was twice as much as it had been. Why do they say double Down when the sum is up? And how do you say to make the sum half as large? Thank you.

"Double down" here means that you - literally - put twice (2x) as much on the table to pay for your insurance as before.
The opposite would be to "halve the payment". (1/2)
