It means that you would like the see the person tomorrow, but you don't know if it is possible or if it's certain. For example, let's say that you have invited your friend to a party tomorrow, but your friend isn't sure whether he'll have finished work in time to come to your party. When you say goodbye to him today, you might say 'Bye, then. I hope to see you tomorrow.'
