Difference between "keep talking" and "Keep on talking"
How say right "she kept talking" or "she kept on talking"? And May I say "I keep learning English"?

There's no difference between the meanings of those two phrases. "Keep on..." is less formal.
"I keep learning English" doesn't work. What do you mean exactly? "I've kept (on) learning English", "I'm continuing learning English?", ...?
