「こうなるに決って(い)る」 is an idiomatic phrase like "I saw it coming" or "I knew it". Literary, it means "It is quite natural that it comes to an end like this (or that)." And you may hear 「そうなるに決って(い)る」 or 「ああなるに決って(い)る」 as well. All the three means the same and is used along with the context. E.g. I couldn't pass the exam. But I know I had not prepared for it at all. So 「こうなるに決っている」 You couldn't pass --ditto--? But I know you had not --ditto--. So 「そうなるに決っている」 He ---ditto---? But I know he --ditto--. So 「ああなるに決っている」
