When is it appropriate to end sentences with ね or よ?
In Japanese class I am always getting scolded for using ね or よ to end a sentence. However, my teacher never explains how to use them. 助けて下さい。

Just ね or よ makes it sound very informal, it's something you would use with your friends only.
Though, phrases ending with ですね is less informal and more acceptable in everyday speech.
This article explains it better than I ever could: http://lang-8.com/686480/journals/216891502065561066114202303679372890492

ね is a particle to confirm/demand an agreement. よ is a particle to emphasize. It's used when the speaker/writer wants to inform the sentence to the hearer/reader firmly. If you write your sentences which your teacher pointed out, I will be able to teach more concretely.
