Non-defining relative clauses and "that" !!

As I know, In Non-defining relative clauses ,which have commas before and after the clause, we can not use "that". But in an example sentence written in British Council website I found "that" in that kind of relative clause.
Here is the example:
The film, that stars Tom Carter, is released on Friday.
Is it correct? or we have to say like this:
The film, which stars Tom Carter, is released on Friday.
