When to you "Donde' es" and "Donde' esta"?
I understand that "es" is used for permanent situations and "esta" is used for temporary situations; however, when asking "where is something?", it's not always clear if that something is permanent or not.I meant When to "use". Sorry for the typo! :-)

You need to use ESTAR when asking where something/someone is:
¿Dónde ESTÁ el libro? Está encima de la mesa.
¿Dónde ESTÁ Paula? Está en el gimnasio.
¿Dónde ESTÁ Tokio? Está en Japón.
When asking where something is taking place, you need to use SER:
¿Dónde ES la reunión? Es en este edificio
¿Dónde ES la boda? Es en Barcelona.
¿Dónde ES la fiesta? Es en mi casa.

It's temporary and permanent. Es/Está = IS // You can say that something is in a specific place or something is something. Ex:
The bulding is in downtown / The bulding is blue

Ser - permanent characteristics
El banco está en la calle Zapato
Cuando es la boda? Es en sábado.
The permanent characteristic of the wedding is that it is on Saturday
