""What are you doing?" is "(あなたは)なにをしていますか？" as polite form and "なにしてるの？" as casual form. "What are you saying?" is "(あなたは)なんていっていますか？" as polite form and "なんていってるの？" as casual form. For reference, "What are you talking?" is "(あなたは)なにをはなしていますか？" as polite form and "なにをはなしてるの？" as casual form.

In my opinion, 「何を言っていますか」 and 「何をしていますか」。 verb in てform + います= Verb-ing
