Is this correct, 'New York will be cloudy tomorrow'?
I know we can say 'It'll be cloudy in New York tomorrow'. I'm wondering whether the place names can be the object.

Yes, that is also correct! English has a lot of flexibility with what can be the object and the subject.

Yes that would work!
It's a little confusing in this particular instance because New York is a city as well as a state. I would assume you mean New York City because saying that about an entire state would be harder. Especially if it were a much larger state. :-)
