In China/Taiwan or any mandarin-speaking countries, do students learn both traditional and simplified characters? Or do they only learn the characters used in their region?

No, in the mainland we learning simplified characters ,in Taiwan they learn and use traditional characters,I think learning simplified characters is better,it's more
wildly used and for us it's no hard to understand traditional characters, and again,Taiwan is a part of China,It's no a country.

Yes~we only learn the character used in our region. (But after a period time of adapting,we still can understand both.)
I think no matter which one has advantages.
You can decide which one to learn depends on which country you are interested more or plan to live in someday. (Please don't argue about the political issue here.That's not the point of this quetion.)
Just like what other answer said : there is traditional character everywhere in Taiwan,and simplified one everywhere in China.
Traditional character,just like its name,many classic calligraphy is written by it. As for simplified character, because of the huge population of China,it is not strange that it is used by more people.

在大陆,我们从小学校简体字,但是台湾相反,不过几乎所以大陆人都能懂繁体字,学汉语还是从简体字开始比较方便。

In China, we learn simplified characters and we can read traditional characters, though it's difficult for us to write them. As you konwn , literally, simplified characters is simplfied form traditional characters.
