'is being' here is an emphasis that something is now and is only temporary.
The society that 'is being offered' now may be different from the society that 'is being offered' in a few years time.
'is offered' would also work here..
'The society that is offered to you' - sounds a bit more longer term (present simple passive)
'The society that is being offered to you' - sounds only temporary, which is better because it sounds more likely that you can change it. (present continuous passive)
Here are some clearer examples to make it more understandable:
'Lessons are offered on italki to students' = (lessons are always offered as a general rule)
'Discount lessons are being offered until the end of this month' = (Discount lessons are being TEMPORARILY offered)
So above you have 'is being' for temporary things in the passive voice.
You can also use have 'is being' with adjectives, have a look at the difference between these:
'He is stupid' =he is always stupid as part of his personality
'He is being stupid' = he is TEMPORARILY being stupid right now
I hope this helps!

Passive.
I kiss you. You are kissed by me.
But it's an ongoing thing, not a single moment, so we use the continuous tense.
I am answering you. You are being answered by me.
I am offering the society to you. The society is being offered to you, by me.
But it's not me, it's everyone, the world, society. Society can be the people, or the social system the people use.
Society (people) is offering the society (system) to you. The society is being offered to you, by society.

你怎么转变把社会被提供你? Is that right? Maybe 提供给你? at the end?
