They both convey the same meaning. A bit like saying:
You may eat as much as you want.
You may eat all you want.
You can eat anything you want.
You can eat whatever you want.

Both are fine and are the same. In addition to:
Everything seems okay.
Everything seems to be okay.
you can say:
It seems everything is okay.
