The question should be what's the difference between (not during)
All three words relate to similar concepts and you are right to say there may be a difference in level or degree.
Surprised is quite a flexible word - surprises can be good or bad, immediate or slow.
Shocked normally is stronger, and has negative connotations.
Startled usually means something sudden you weren't expecting like someone jumping out and shouting "Boo!".
