A sign could mean a gesture, but it could also mean sign language as used by the deaf/hearing impaired community.
Sign is a distinct language in its own right, where signals and gestures are used to communicate.

I would expect a gesture to be produced by a person. I would expect that a sign could come from a person, an animal or the environment.
