I have not read, the article. However, the only reason why one would not say "New experience" is context.
Example:
Imagine, your cinema has just introduced 3D glasses. They write an advertisement that says this:
3D Glasses will bring a new experience to watching movies.
I could also say:
Normally, we would watch movies with popcorn, now with 3D glasses, we can bring something different to the whole experience.
Both sentences convey the same message. However in the first, we are saying that 3D glasses alone, will bring a new experience to watching movies.
In the second, we are saying that 3D glasses will add to the experience of watching movies.
Which one is correct? It all depends on the context.
In my opinion, I think that 3D glasses only add to the experience of watching movies. Some people may disagree, and say that the 3D glasses themselves are so ingenious, that they create a whole new experience, so different from watching movies without them.
In your case, the author believes that the fillers by themselves, do not add a new experience, they simply contribute to the overall experience, that was already present.
