It means that whilst people only ever think of career development as being upward movement (they see themselves climbing the ladder) they can in fact fall very much more quickly than they climbed (so the metaphor is that the rungs of the ladder are slippery, as if they were coated with grease - one false move and you could find yourself right at the bottom again very quickly).
