I think this is a popular (?) drinking game in the USA. The group take it in turns to make a statement that starts with the words "Never have I ever ..." and then adds something that, depending on the amount of alcohol already consumed, can be sensible, silly, or just wrong. Those who have done whatever follows the "Never have I ever ...", must take a drink. For example, "Never have I ever been arrested". All those in the group who have been arrested must take a drink.
