Hi, there
1) Could you tell me why people used "at" in these sentences:
(in a movie) "He is camping down by the old cower at Dodson Road"... Don't you say "ON a road"?
"I've got friends at court"? Why not "IN court"?
2) What's the difference between "There is sure to be" and "There is sure going to be"/"There sure is going to be"?

At is more used at a specific location. in that case you know exactly the name of the road, hence it should be at.
The real problem is that not even natives know why sometimes both ocasionally can work so my advice would be to study expressions and copy them.
