https://en.wikipedia.org/wiki/Contingency_plan In this conversation, the "contingencies" are extreme responses to dangerous events. The contingency plan I think he is talking about is the response the government has to deal with the Avengers if they ever go rogue.

I believe "contingencies" is used here to mean "circumstances that may or may not happen but should be prepared for".
