Although a maelstrom is literally a type of whirlpool, it can also be used in the more figurative sense, meaning turbulence or "a situation or state of confused movement or violent turmoil." Whirlpool cannot be used the same way, it is merely a "a rapidly rotating mass of water in a river or sea into which objects may be drawn, typically caused by the meeting of conflicting currents."
