Q1. You should say either:
"Excuse me."
"Excuse me, may I get through please?"
Q2. You should say:
"Keep to the right so that others have room to go up, please."
Q3. I would say either:
"Going up?" (I would also point up, but that's just me)
"Going down?" (I would also point down)
