when someone is waiting for sb and saying that. Does it means ' how long will he/she come here?'

Yes, if someone says that ('Is he/she going to be long ?'), it means the speaker is asking how long until that person arrives. But the question is also saying that the speaker is impatient and does not want to wait much longer.
